The history of the land issue during the agrarian reform of 1990 - early 2000s

The article examines the history of land relations in the period 1990-2000, which is full of events, largely dramatic, which were crucial in the agrarian history of Russia. Large-scale changes have affected virtually all its aspects, fundamental foundations - regulatory, institutional, economic, organizational and managerial, social, personnel, etc. This approach is obvious, since a radical restructuring of the industry was conceived. The first priority for agriculture was to have a genuine owner on the land, the formation of a favorable situation for his productive livelihood. Agrarian reformers of the liberal persuasion considered it a primary task to carry out a broad transformation of the sectoral structure of the agro-industrial complex. First of all, it was planned to provide the new owners with the means of production, to provide them with land. However, the reform was carried out by people far removed from rural practices, taking advice from Western specialists as a basis. The reforms were not based on Russian historical experience, regional peculiarities and were weakly socially-oriented.
