The article deals with the successive relationship of modern Russian parliamentary law with the Soviet period in the development of theory and practice of parliamentarism. Parliamentarism develops in Soviet theory and practice of Socialist construction in the peculiar form of the supremacy of the system of Soviet people's representation bodies under leadership of the Communist Party. The Soviet system of authority resembled a new parliamentary model in which the functions of government authority were divided between its highest organs and the Communist Party.
