Historical and theoretical foundations of municipal elections

The article is devoted to the characteristics of the main historical periods of formation and development of municipal elections in Russia, as well as theoretical aspects of this legal institution. The study draws attention to the concept, tasks, types of municipal elections. Historical examples of elections to various authorities are analyzed: Novgorod Veche, zemstvos, Soviets, etc. Based on the results of the study, the author highlights the main problems of legal regulation of municipal elections at the present stage.
