Historical and theoretical investigation of local taxation in Russia

Аbstract: the article is devoted to the history of the collection of local taxes and fees, problems of drawing up and executing local budgets in the Russian Empire. At the beginning of the 20th century, the issues of determining the essence and spheres of activity of local self-government, as well as the formation of its financial base attracted the attention of scholars and statesmen.
