Ivan Efimovich Andreevsky: an outstanding scientist-lawyer of the second half of the XIX century

The article considers the main stages of life and the diverse activities of Ivan Efimovich Andreevsky (1831-1891) - a well-known scientist-lawyer, a historian of law, a teacher and a government expert of the second half of the 19th century. He received his legal education, immediately decided to devote himself to science and a few years later defended his master's thesis “On the rights of foreigners in Russia until the middle of the XV century”. Ivan Efimovich Andreevsky devoted his doctoral dissertation (“On governors, voivods and governors”) to an important issue, which had a modern meaning and closely related to the practi- cal implementation of one of the main reforms of the reign of Alexander II - the Reform of Zemstvo. He created a fundamental course of “Police Law”, which is introduced into the compulsory curriculum of university education, and Andreevsky himself, as an experienced lawyer, was invited as an expert to resolve emerging issues. In the early 1860's he took an active part in the preparation of two draft university charters of 1863 and 1884. Public-pedagogical activity of Andreevsky was reached wide scopes. He was invited to teach the successor Alexander Tsesarevich - to give lessons in the course of the encyclopedia of legal and political sciences, and the course of state law. Andreevsky also taught courses in the encyclopedia and state law to Tsarevich Nicholas Alexandrovich and the Grand Duke Vladimir Aleksandrovich. Special attention of Ivan Andreevsky was paid to the Zemstvo and municipal government and, in particular, the public ad- ministration of the capital, which repeatedly appealed to him for advice and instructions, especially on the organization of the sanitary unit and public charity.
