An analysis of the memorandum prepared by the director of the Komponiya orphanage of the Karaganda region Litvinenko and addressed to the Chairman of the Children's Commission of the All-Russian Central Executive Committee N.A. Semashko (March 21, 1935). It is noted that this note reflects typical conditions for keeping children in provincial orphanages as part of solving the problem of eliminating homelessness (“clearly unsatisfactory equipment”, lack of adequate linen, food, lack of funding, etc.). Attention was drawn to the inadmissibility of such a situation in various directives, but the situation did not radically improve.
