The article, based on archival sources introduced into scientific circulation for the first time, examines the history of the development and adoption of the first edition of the Law of the Republic of Sakha (Yakutia) “On the nomadic tribal community of the small peoples of the North”. The work of authorities and public organizations on the draft law, as well as the role of individuals, is shown. Moreover, the study gives the characteristic of the historical conditions in which the law was adopted. The main issues that caused disputes among the deputies, representatives of the executive branch and the public are highlighted. The main issues of discussion were the definition of the concept of “tribal community”, membership in the community of other ethnic groups and the land issue. The tribal community has subsequently become a symbol of the struggle for the revival of the indigenous peoples of the North of Yakutia. The land issue continued to excite the Yakut public for many years to come. In addition, the further fate of the law has been traced.
