The development of medical and social care in Russia has the following stages: the emergence of public charity sponsored by Peter I and Catherine II; the founding of local self-government in 1864; the movement of community-based nurses; networks of charitable societies and institutions; Russian Society for Public Health with support from A.P. Dobroslavina, N. E. Vvedensky, F.F. Erisman, D. I. Mendeleyev; changes by the Grand Duchess Elizabeth Fedorovna in Moscow. As a result, the system of public medical and social care in Russia was flexible, comprehensive and efficient, which served a successful model for other countries.
