In the twentieth century, vast areas of Europe and Asia there was a state of the Union of Soviet Socialist Republics of the Soviet state. The economy was fully operated by the state, because the people gave the government their entire property (making the property public).) The control of a single national economy of the vast country from a single center-the city of Moscow was impossible. The state should find the optimal combination of Central and local management of the economy. The problem of combination of Central and local administration under the state ownership in the big country was intractable. The most pronounced problem is the contradiction of the Central and territorial administration of a single state-wide property manifested in the economically developed area of the Urals. This article aims to show how the state theoretically task was the management of undifferentiated economy separate territory and as practically solved this problem in a separate region.
