The article discusses the main problems of the organization and activities of village reading rooms in Buryatia in the first years of Soviet power. The arrangements for financing, provision of material and technical equipment and staff engagement of these institutions are researched in detail. The peculiarities and difficulties of the budgeting are revealed on the examples of some reading rooms. The process of planning of the reading rooms activities is analyzed, it covered a wide range of cultural sphere in the village. There is a focus on the gradual transition of the process of education management to the Bolshevik authorities. The problems of literature provision in the poor conditions of publishing industry in the country are considered. There various forms of attracting people to new forms of Soviet culture are noted, as well as the gradual overcoming difficulties of the economic, social, psychological, organizational, personnel and methodological nature. The originality of household features of the population, territorial dispersion and other geographical factors highlights.
