Changing the boundaries of a municipal formation taking into account the opinion of the population: issues of legal regulation

According to the current Russian legislation, and first of all the Federal Law "On General Principles of Organization of Local Self-Government in the Russian Federation", changing the boundaries of municipalities is possible only with the consent of the population living in these territories. The article examines the issues of legal regulation of this institution, including such forms of expression of the opinion of the population as voting of the residents themselves and decisions of representative bodies of local self-government, acting on behalf of the population. The regulatory legal acts in this area of public relations, decisions of the Constitutional Court of the Russian Federation, scientific works on the stated topic are analyzed. It is noted that there are a number of issues requiring more precise regulation, and the corresponding proposals are substantiated.
