On January 1, 1877, new rules for the collection of customs duties came into force in Russia, before that they were paid by credit notes. Thus, for the import of goods, when customs goods were sold at auction, the duty was paid in gold. The Finance Committee decided that it was necessary to introduce the payment of duties in metallic currency at the nominal value of the credit ruble without any reduction in the size of these duties in accordance with the decline in the value of the paper ruble.
