This article discusses the pros and cons of the system of Islamic education that existed in the Ryazan province at the beginning of the XX century. It identifies its key problems, the measures to solve them taken by the authorities of the Russian Empire, and describes how the government regulations were performed in the Ryazan province. Finally, the article evaluates the effectiveness of the government's actions in the country and the region to improve the level of education of Muslim population.
