Changes in the legislation on the organization of local self-government

The amendments to the Constitution of the Russian Federation adopted in 2020 led to the adoption of a new Federal Law “On the General Principles of Organization of Local Self-Government in a Unified System of Public Power”. Despite the fact that this law actually reproduces many provisions of the Federal Law "On the General Principles of Organization of Local Self-Government in the Russian Federation", nevertheless, the norms on the territorial foundations of local self-government, the terms of office and responsibility of local selfgovernment bodies have undergone significant changes. Some of them call into question the autonomy and independence of local selfgovernment, as they lead to the establishment of a system of relations, when local self-government bodies are organizationally, financially and disciplinaryly integrated into a single system of public authority along with public authorities, which are not formally included. And local selfgovernment itself is increasingly moving away from the population.
