Language policy and language planning: the view of the Russian and foreign linguists

The article deals with the analysis of the interrelation of the concepts of “language policy” and “language planning” in the works of the native and foreign linguists. There are considered the different questionable concepts, devoted to the language policy and planning, that are presented in the scientific community.
