The Effect of Persistence in the Socio-Economic Development of the Regions of the Southern and North Caucasian Federal Districts

A study has been conducted on the phenomenon of “persistence” in relation to the socio-economic development of the regions of the Southern Federal District and the North Caucasian Federal District. Persistence refers to a system’s ability to maintain an established trend within a territory over extended periods, resisting change. Formulas have been developed to quantify the persistence effect of socio-economic development components by determining the local average values and the overall persistence effect of the components of socioeconomic development within a region. The components of socio-economic development representing the following sub-spheres are analyzed: population, employment and unemployment, standard of living, housing conditions, education, health care, environmental protection, economy, housing construction, and housing market. The use of the author’s methodology made it possible to determine that the values of most components (11 out of 17) are characterized by a low degree of persistence, which is reflected in the total regional values of persistence. A moderate level of persistence is observed for the component “average per capita monetary income of the population.” The average level of persistence is characteristic of the components: the “share of captured and neutralized air pollutants,” the “gross regional product per capita,” the “investments in fixed capital per capita,” and the “commissioning of residential buildings per 1,000 inhabitants.” Among the components characterized by a high level of persistence, the “population growth rate” stands out, which means an increased variability of its values.
