The Solaris effect: to the issue of comprehension of administrative procedure

Despite many years of scientific research in the field of administrative procedure, significant differences in fundamental approaches to its comprehension remain. The article presents an attempt to explain this effect, formulates a hypothesis, the confirmation or refutation of which, in the author’s opinion, can contribute to the development of ideas about the administrative procedure, as well as about long-term directions for its systematization.
