Efficiency of human capital in the "new" economy

The article addresses one of the key problems in modern Russia - orientation of knowledge on solving the tasks of post-industrial society. This implies shaping a Creative Personality and providing preconditions for his/her activities. Social institutions, and first of all the national innovation system, should build up demand for a highly effective human potential.
