Efficiency of the contractual procurement system

Due to changes in legislation, in terms of regulating the work of the contract system of state institutions, the efficiency of using budgetary funds has decreased. Regular revisions in the text of the law related to tightening the conditions of activity under the state contract make it difficult for both customers and contractors to work. The key criterion in the selection process is price. Preference is given to those companies that will be able to meet the terms of the contract for the lowest amount. All this contributes to the fact that quality and timely performance of works becomes almost impossible.
