The effectiveness of legislation to protect housing rights of citizens with regard to the implementation of the public housing oversight

The article deals with the modern features to improve housing legislation, carried out comparative-legal analysis of certain rules Housing code of the Russian Federation and housing code of the RSFSR, focuses on the effectiveness of modern housing legislation and its focus on regulation value relations in this area. Shows lack of social orientation in standards housing code of the Russian Federation as well disclosed the contents and the legal norms governing the implementation of the public housing oversight.
