Efficacy of regional innovation systems in solution of problems relevant to innovation economy

Problems of innovation economy of three categories (specific difficulties, new phenomena, institutional transformation) can be successfully solved by means of regional innovation systems. The foundation of the system in all Russian regions is an important task that should be reflected in state programs of economic development.
