The effectiveness of the personnel management system in the organization: problems and solutions

The article considers the author’s causal diagram of the problems that lead to low efficiency of the personnel management system in the organization, and from the standpoint of the process approach suggests ways to solve them. Based on the Ishikawa diagram, the author identifies such factors as personnel policy, professionalism in personnel management, methodological support of the personnel management system, the legal framework, the structure and functions of the personnel service, the material and technical base, personal and business qualities of managers at all levels. The article highlights the problems that may arise during the creation and implementation of such a system, as well as proposes ways to solve them. The issues of inconsistency of qualifications and requirements for positions and inefficient use of resources are also considered.
