Environmental function of legal state

The article presents the characteristics of the State of Law ecological function in the context of article 1 of Russian- Constitution and discloses the concept of the State of Law due to the general theoretical bases of the Science of Law. The analysis of the state practical activity in the sphere of state - owned natural resources managing and their rational use for the well-being of society items on environmental and human and citizen ecological rights protection makes the author conclude the state run ecological function not to comply with the State of Law principles.
