Ecological management at the local level in Finland and the Russian Federation

The article provides a comparative analysis of the implementation of the right to a favorable environment at the local level, through the interaction of regional administration and local government in Finland and in Russia. The theory of four models of environmental management and eco-municipalities of Finnish researches E. Konttinen and T. Litmanen is considered as one of the aspects of the Finnish environmental and territorial administration system. Based on a comparison of state, regional and municipal legislation of Finland and Russia, the general features and differences in the administrative and legal regulation of the realization of the right of citizens to a favorable environment are highlighted. In relation to solving environmental issues by citizens and non-profit public associations, an institution of territorial public self-government in the Russian Federation is being considered (using the example of the Republic of Karelia).
