Russia's main pipeline system is considered the longest in the world and is the main export channel. At the moment, this type of transportation remains the cheapest way. Oil and gas resources are supplied via pipelines to Europe, CIS countries and China. Transportation of hydrocarbons plays a significant role in the formation of the country's budget. Therefore, the correct regulation of transportation relations in the field of fuel and energy complex affects the economic component of the country, the profits of companies and the cost of services. Despite the great importance for the economy, the objects of the main transport infrastructure belong to the class of dangerous and are high-risk. The impact on the environment is reflected in the pollution of soils, water bodies, the death of livestock, the impact on human health, and can lead to irreversible consequences. Therefore, special attention should be paid to environmental safety. The analysis of the theoretical and legal foundations of regulating relations in the field of transportation of hydrocarbon resources through pipelines determines the investigation of existing problems in this area.
