Economic security under the terms of integrative crisis

The article reveals today's opinion of the nature of crises. It is shown that crises today are integrative in nature and encompass economics, ecology, livelihoods, politics and other areas. The main approaches to crisis management have been identified: letting the crisis go free “hoping” with the hope of adapting the economic system under the influence of market mechanisms; identification of signs of crisis in the early stages and active management of the economic system in order to localize or eliminate them; the use of prevention methods to reduce the possible negative consequences of crises or eliminate the possibility of crises in general. It is shown that between crisis periods coincide with the rate of accumulation of “investment errors” and “innovation dead ends”. The consequences of the coronavirus epidemic are disclosed. Disproportions in the structure of GDP and in the sources of budget formation are shown. The authors reveal the necessary structural and systemic transformations in the Russian economy. It is shown that crisis preparedness can be based on two points: creating reserves and optimizing the structure and system of the economy, including using a scenario of differentiated development with structural changes and a scenario of diversified development. The necessity of implementing a set of operational measures for restarting a business, such as lending to working capital, restructuring credit debt, tax holidays, etc., as well as developing and implementing a comprehensive program aimed at diversifying the economy model with the support of innovative, intellectual intensive industries, is shown. Measures are proposed to revive the economy and modernize the economic system in the Republic of Buryatia.
