The article analyzes economic policy and system of the Mongol Empire through studying their basic institutions. In its policy the Mongol imperial court proceeded from the recognition of individual property of the Khan over the entire territory, property and the productive forces. This system of total relations determined both the most powerful organizational and politically organized systems of relations and resource management. Due to this system, in the possession of the emperor and the Mongol elite enormous economic and financial resources were consolidated, not only planned storage mechanisms, but also significant redistributive functions allowed to effectively maintain and develop the state. Mongolian treasury replenished by plundering other countries, especially at the first period of military campaigns. Once these countries were conquered, the main source of income of the treasury became natural rent, taxes, tribute, indemnities, trading and loans. Administrative and economic activities in the different periods of the Mongolian statehood and empire differed. The taxation system has been created evolutionarily. It was adapted to the particular circumstances and was a part of deeply thought empire-wide political system.
