Economic aspects of effective development of municipal formations on the example of ternovskiy municipal district of Voronezh region

Among the powers of local self-government bodies, the main place is occupied by the problems of social and economic development. On the example of Ternovsky municipal district of the Voronezh region, it is shown that serious problems persist in municipalities. They affect, first of all, the financial and infrastructure levels. The district's own budget is deficient and subsidized. Production facilities are not able to process all products produced in the area. Engineering and utility facilities are in poor condition. Water supply lines are worn out (up to 100% in rural settlements). Attracting investment in the district's economy remains one of the most important tasks facing the district administration. The main opportunities for attracting funds are targeted programs at the Federal and regional levels. Currently, the limited availability of their own financial resources increases the dependence and subsidization of all municipalities. The main subject of co-financing is the state authority that allocates funds for the implementation of development programs. Accordingly, the responsibility of local governments is gradually shifting to the state authorities. Thus, the current state of local self-government in Russia does not always ensure the full implementation of the reform. The functioning and development of local selfgovernment is almost impossible without close interaction with the state authorities. In fact, it even turns out that the state power is the coordinator, controller, and if you can say so – the sponsor of the municipal government.
