Economic measures of implementation of Russia-Chinese scientific and technical cooperation in the Arctic

Since the 2000s, Russian-Chinese scientific and technical collaboration on the exploration and development of the Arctic has been developing and taking various organizational forms. The joint initiatives of Russian and Chinese companies and research institutes are being implemented on such global issues as climate change in the Arctic and melting ice, the exploration of natural resources, and environmental protection in the Far North. Effective cooperation requires the convergence and consideration of the interests of the two countries, as well as the development of organizational and economic mechanisms for interaction between business and the academic community on both sides. This paper summarizes the priorities and objectives of Russia and China in studying Arctic and provides the authors’ vision of the convergence of these priorities in six fields (natural resources, shipping, economic development of circumpolar territories, economic aspects of marine engineering and shipbuilding, environment and climate). An analysis of the prospects for individual Russian-Chinese projects in Arctic research is conducted; economic and organizational measures for intensification of participation of Chinese business and the academic community in the development of the Arctic zone of Russia are proposed.
