Economic shock and shock resistance (resilience): interrelation of the concepts

Under the conditions of the coronavirus pandemic, the need to adjust approaches to ensuring Russia's economic security at the federal and regional levels has become urgent, since many of the existing methodologies have failed. For a more accurate and high-quality diagnosis of risks and threats, it is necessary to refer to the concepts of economic shock and shock resistance (resilience), thus developing the terminological foundation of economic security. The present study distinguishes between the concepts resilience and sustainability. Shock resistance (resilience) is divided into static and dynamic, as well as adaptive and innate resilience. There is introduced and described the term unconscious resilience. The subject of the study is the conceptual framework of resistance to destructive influences at the state and regional levels. The aim of the study is to define the concept of economic shock, describe its features and characterize how it differs from other destructive influences in relation to the concept of shock resistance (resilience). The research methodology includes the method of scientific literature analysis and formalization method. As a result of the research there are identified the three signs of economic shock. The relationship between economic shock and shock resistance (resilience) was characterized. The study provided the analysis of the content of static, dynamic, innate and adaptive resilience. There was proposed the term of unconscious resilience. The main conclusion of the study is as follows: economic shock is a perturbing shortterm impact, mainly of destructive nature, characterized by such features as damage to the current state of the system, being of a short-term nature and able to cause radical changes. In order to improve the tools of economic security it is necessary to distinguish a shock from a crisis and to improve the methods of diagnostics of shocks.
