Economic justification for the formation of mineral and raw centers of extraction of hard coal along the route of the Northern Sea Route in conditions of crisis in the economy

The relevance of the article is substantiated that the Arctic strategy of the Russian government is based on a plan for socio-economic development with an emphasis on the Northern Sea Route, which is of great importance for the overall development of the country. Without the Arctic region, the Russian state would not be an integral land covering Asia and Europe. Therefore, attention to the Northern Sea Route is the focus of the economic development of the northern region and Russia as a whole. This route is the shortest sea route connecting the port of Murmansk and the port of Vladivostok in the Far East. The route runs along the northern border of the country and is not affected by the changing international situation, it can guarantee the safety of navigation. The purpose of the study is to present the results of the substantiation of the economic efficiency of the development of Arctic coal resources in special mineral resource centers. The novelty lies in the fact that the presented rationale for the formation of mineral resource centers for coal mining on the Taimyr Peninsula shows that the development of the Northern Sea Route in the conditions of crisis phenomena in the economy is the most promising option for the development of the Russian economy. The result of the study is evidence that the transport network of world importance, built by the Northern Sea Route and the crossing river system in Siberia, covering almost the entire country, can contribute to the socio-economic development of Russia. Therefore, it is necessary to equip the Northern Sea Route and create a large river and sea fleet in Siberia for the effective development of Arctic resources and improving the quality of life of the population of the Arctic zone of the Russian Federation.
