The economics of modern Russian higher education: the dualism of institution and development management

The authors substantiate and reveal the dual nature of higher school institute position in Russia as the key problem of its functioning at the present stage, entailing the dualism of economics and management of its development which in turn requires consideration of products specific features produced by the university - educational services, its pricing and realization as well as the areas of activity and budget revenue side formation sources of university along with the rules of funds expenditure. The conclusions and provisions revealing economics specificity and university development management allowing to set a number of specific management tasks and determine further approaches to their solution are presented.
