Economic-mathematical tools for budget management on the basis of knowledge processing professionals

The article proposes an intellectual approach to the formal description of the characteristics of the state of the budget system, based on the formalization and use of the knowledge of specialists in the decision-making on budget management. The approach is effective in modern conditions of targeting budget policy to accelerate economic growth, creating a situation of changing scenarios of economic development and the corresponding circumstances of changes in budget policy. Within the framework of the proposed approach, a formal grammar generating verbal characteristics of the budget in the form of compound terms is constructed.
