Electronic voting as a way to counteract violations in the modern electoral process (using the example of the Kyrgyz Republic)

The article examines the features of electronic voting in the Kyrgyz Republic as a way to avoid political corruption and eliminate abuse of administrative resources. The importance of expanding the scope of application of modern information technologies in the electoral process of the Kyrgyz Republic is substantiated. The stages of the implementation of these technologies in elections at various levels are analyzed by analyzing changes in the Kyrgyz electoral legislation. The problematic aspects of the current state of legal regulation of electronic voting are revealed, including in the framework of comparative characteristics with the legislation of the Russian Federation. Among the existing shortcomings of the organizational and legal regulation of electronic voting, the following are highlighted: the insufficiency of control measures for elections held in a remote format; the existence of risks of disclosure of information about the secrecy of voting; difficulties with the implementation of biometric identification of voters; obstruction in obtaining absentee ballots outside the place of permanent residence, etc. The positive and negative aspects of the introduction and optimization of electronic voting as a way to counter violations in the modern electoral process of the Kyrgyz Republic are outlined. According to the results of the analysis, the directions for improving electronic voting in the Kyrgyz Republic are proposed, which will help minimize violations in the field of expression of will, respect for the rule of law in the electoral process and the development of a democratic rule of law state.
