E-government: the regional context

The article deals with the features of the transformation of modern social and political reality and the role of the information and communication technologies in this process. The paper analyzes the peculiarities of implementing e-government in the federal city of Sevastopol. The study focuses on the intermediate results of these initiatives implementation. It is emphasized that extensive actions have already been taken in this regard. In particular, the legal base has been formed, and the system of interagency electronic interaction has been developed. Nowadays administrative restrictions are being reduced, the quality of e-services is being improved. Besides, one-stop shop service is becoming available. However, there is a risk of fake introduction of an innovative management system, the substitution of this system for informatization processes, its reduction to the technical context, the electronic document management system and e-service practices in the current circumstances. It is stated that in order to develop the region it is necessary to analyze and adopt the best practices of interaction between government and civil society of other constituent entities of the Russian Federation. It is obligatory to inform citizens about the possibility of obtaining state and municipal e-services. Moreover, it is required to facilitate contacts between state and society, which should cooperate in solving various problems of the region.
