Electronic document management in the tool system of sustainable development of Russian regions

The transition to a new, digital model of economic development is associated with the development of electronic document management systems (EDMS). The introduction of “end-to-end” digital technologies serves as a powerful driver for optimizing business processes. Digital technologies are changing the existing organizations business models, helping to reduce the cost of communications, increase labor productivity and optimize business process performance. Digital EDMS models are effective tools for achieving the socio-economic development goals and digital transformation of organizations, ensuring the sustainable development of regional and sector-related socio-economic systems. This paper analyzes the legal acts, considers the transformation of the EDMS in the context of digital technologies development, which affected its functionality and organizational features. It is proved that without the introduction of EDMS there is no digital transformation. The EDMS market in Russia is analyzed, as well as legal acts, approaches to the formation and development of the EDMS functionality in the works of Russian and foreign authors. Promising areas of research are identified. The hypothesis of the study is that there is a relationship between the implementation of EDMS in organizations and the sustainable development indicators of the subjects of the Russian Federation. But the nature of the relationship is determined by regional specifics. Using the methods of content analysis and STEEP analysis, the influence of the EDMS on the implementation of the sustainable development goals within the UN concept is systematized. Using the correlation-regression analysis and the time series analysis, the influence of EDMS on the social, economic and environmental components of sustainable development has been studied on the example of the subjects of the Ural Federal District, and the ambiguous nature of the relationship determined by regional characteristics has been revealed.
