The article discusses the theoretical and legal aspects of the origin and development of the concept of “electronic parliament” and information relations, where “electronic parliament” is a new vision in the development of the “electronic state” with the ability to monitor processes in parliament, obtain information data and conduct information interaction with deputies directly, which indicates the practicality, flexibility and effectiveness of this concept. Currently, there are certain problems that should also be considered by studying the experience of introducing the concept of “electronic parliament” in various states. Practical developments in the field of online voting in the USA, Japan and Estonia are outlined. The legal features of the formation of the concept of “electronic parliament” have been identified, and the implementation of the concept of “electronic parliament” will contribute to the involvement of citizens in the system of governance of society and the state.
