Empirical sociological and social engineering analysis of the effectiveness of management of internal affairs bodies: the issue of searching and verifying indicators

In the context of the reform of the Russian police, the maintenance and improvement of indicators of the effectiveness of the Internal Affairs Bodies management (IAB) has become particularly important. At the same time, the achievement of management efficiency indicators is largely based on a set of objective factors related to personnel, scientific, financial, and other support of internal affairs bodies. The subjective aspect associated with the adoption of certain managerial decisions in the Internal Affairs Bodies is acquiring no less importance in modern conditions. However, unstable conditions of the social system produce some risks of management dysfunctions, which can be overcome using the tools of empirical sociological science. The analysis of emerging issues, the search for solutions to them, and the evaluation of the final effectiveness of the decisions is the strengths of empirical sociology. Social engineering analysis has a serious scientific and managerial potential in relation to the management system of Internal Affairs Bodies.
