Power strategy of China: threats and risks of safety in Central Asia

The article shined the main steps of the People's Republic of China on realization of policy diversification of import power streams in the Central Asian sector and analyzed the possible risks to China's implementation of energy projects in the region. One of the priority directions of realization of external power strategy of China – development the inland deliveries of oil and gas raw materials from the states of Central Asia by means of pipeline transport. An analysis of factors attractiveness of Central Asia – complementarity of interests of the parties, implementation of investment programs of China in Central Asia, economic development in Xinjiang Uygur Autonomous Region of China, etc. The author examines the vectors of diversification of economic activity China in Central Asia. Given the factor of increasing China's dependence on imported oil and gas, the author conducts a three-level analysis of potential threats and security risks for energy projects in the region. The first level – a domestic, separately analyzes the factors of risks and threats that are present in all the Central Asian countries, and specific to each particular state of the region. The second level – interstate, where is present the clash of national interests in economic, historical and other reasons. The third level – sub regional, where the problems that affect the whole region of Central Asia are examined by author.
