Energy saving investments and tariff setting into housing and communal services: directions of methodical and institutional innovations

Energy saving reconstruction of housing and communal services matters, comparable to the known state plan of electrification of Russia (GOELRO). Existence of the market of the saved thermal energy is shown in article, the directions of its institutionalization and functioning are defined.
