Stages of reform of local self-government bodies in Siberian cities in 1785–1870

The article attempted to consider the stages of reforming local governments in the cities of Siberia in 1785–1870 (Tobolsk and Tomsk provinces). For the first time, cities were given the right to own real estate and form their own budget. In this process, three stages were identified (1785–1803, 1804–1822, 1823–1870), their characteristic features were revealed. Siberian cities were not ready for the reform of 1785. It was not possible to fully implement it. The process of forming urban dooms was slow, faced with various difficulties, and as a result, it dragged on for several years. Initially, in 11 cities of the region (50%), common city and six-voice councils were elected as representative and administrative bodies at the local level. In 13 small towns, judicial and economic functions were assigned to city halls and elders. City governments, limited in rights, as subsidiary bodies were “included” in the system of local government, which affected their effectiveness.
