The article defines the stages of the formation of civil aviation in the south of Russia in the historical process of communication between the managing center of civil aviation of Soviet Russia (the Council for Civil Aviation, formed on February 9, 1923) and the southern region. Based on epistolary and archival sources, there are three main stages of the formation of civil aviation on the territory of the North Caucasus region (1924-1934): in 1923-1925 the leading role was played by the branches of the Society of Friends of the Air Fleet in Rostov-on-Don, Krasnodar, Armavir, Novorossiysk, Anapa, Gelendzhik, Sochi, Tuapse; in 1925-1932 the leading role belonged to the North Caucasian regional office “Ukrvozdukhput”; in 1932-1934 the regional infrastructure was taken up by Aeroflot, from which the North Caucasian independent air squadron for special use and local air lines of the Civil Air Fleet is separated in 1934. The author traces how the complication of social communication led to the development of the organizational forms and was embodied in the regional air transport system.
