Evolution of the administrative-legal status of the commissioner for children's rights in the Russian Federation: international legal and regional aspects

The article is devoted to the development of the institution of the Ombudsman for the rights of the child in the Russian Federation. The article deals with the process of formation of the institution of the Ombudsman for the rights of the child from the period of its international legal consolidation to the emergence in the Russian Federation and regional regulation in the subjects of the Russian Federation. The authors focus on improving the regulation of the administrative and legal status of the Commissioner for the rights of the child as established by presidential Decrees of the Russian Federation, on the transformation and improvement of this status and the subsequent giving it a key value in accordance with the Federal law. On the example of several regions the possibilities of self-regulation of the status of the Commissioner for the rights of the child by the subjects of the Russian Federation are considered.
