Evolution of the government form of the modern Russian state in conditions of constitutional modernization

The study analyzes the approaches, existing in science, to solving the issue of what kind of republics Russia belongs to. A critical assessment of the view that Russia is a presidential republic has been given. The thesis on the dominant position of the President in the system of State power is supported by an analysis of his powers and the status of other State institutions. The conclusion about the evolution of super-presidential republic in Russia into a mixed (presidential-parliamentary) republic is made. It is argued that the optimal form of state government for Russia is a mixed republic with strong presidential power. The model of a parliamentary republic for Russia is unsuitable. It is proposed to pass the federal constitutional laws on the President of the Russian Federation; on the Federal Assembly of the Russian Federation; on parliamentary control, and others.
