Evolution of state strategic planning in modern Russia and the world

The article tried to comprehend the ten-year transformation of the state system of strategic planning in Russia. The evolutionarity, and not a priori set revolutionary, of processes is assessed from the standpoint of the presence of examples of harmonization by levels, the emergence of new tools, mechanisms that fill it and methodologically improve it, solve the problems of the lack of linkage between sectoral and territorial planning. The development of the state system of strategic planning is considered in the context of the evolutionary development of the entire Russian economy, which is developing towards planning not as an alternative to the market economy, but as a market economy that minimizes the irrational consumption of resources through plans, and risks are minimized based on the widespread introduction of forecasting. In addition, it examines the conjugacy of the processes of evolutionary development of planning in Russia and global trends in state strategic planning of the XXI century, influence factors that determine the development of state strategic planning.
