The evolution of the imperial system of military-people’s administration in Central Asia in the last third of the 19th century

The article is devoted to the problem of the formation of a administration system in Central Asia after the annexation of its territories to the Russian Empire in the second half of the 19th century. The author considers the basic principles of the Regulations of 1867 and the Regulations of 1886. He notes that for all their shortcomings, these Regulations built a harmonious administrative system, regulated the military-people's administration and the activities of local authorities. The Regulations clearly defined the structure and functions of the management levels, attached great importance to the management of the local population, introduced a fairly transparent and understandable system of taxation, and determined the limits of the activities of the judiciary in the field. The author comparing both of these Regulations notes that the Regulation of 1886 significantly expanded the regulatory field and brought the management of the Turkestan Region closer to the general imperial principles.
