It is a well-grounded fact that the rent-seeking situation in modern Russian economy was formed when proper institutional structures were absent or poorly developed and when there were confrontations and struggles between the interested groups for the resources flow control which were caused by concluding agreements on influence areas division. It was found out that the institutional structures have a low activity in the key resource market - labour market. The article shows trade unions have no negotiations power, and, practically, they are unable to function. In this situation it is impossible to coordinate interests of large companies, banks, real production sectors and organizations of wage workers (trade unions). In the system of institutes the structures of a large capital dominate, the fact distorts competitive relations. Under the circumstances the common balance cannot become an attractive and regulative core for the economic evolution according to Walrasian System. Existing institutional system doesn't meet the requirements of the economic development. The results of the research can be used in the process of improvement of the institutional system and its interaction with productive power.
