Their composition and methods of interaction form the basis that contributes to the stability of the structure of the economy and the implementation of the functions of maintaining social and economic security. In fact, the institutional environment is oriented towards formal and informal measures and criteria of economic activity and behavior of financial and economic entities. This quality of the institutional environment can be applied to the formation of inter-element relations of the system of maintaining socio-economic security (national, regional, international).
