Evolution of institute of public service: problems of development and improvement

The author has considered the main approaches of definition of a concept of public service of historical aspect. The specific features which are available between federal and regional levels of the public civil service are analysed. It is revealed, lack of uniformity in criteria of differentiation between types of public service.
