Evolution of the model of public health financing in Russia

State system of public health efficiency to a large extent is determined by the choice of financing model that includes centralized fundraising and distribution system and, thereby, ensures the constitutional rights of citizens to receive free medical care. Budgetary-insuring model of public health financing now in force in Russia is based on the system of obligatory medical insurance. For the last 10 years, Russian model of public health financing was altered significantly: main change is conversion to the mostly single-channel financing - for account of the obligatory medical insurance funds. State system of public health today is being increasingly involved in economic turnover - through the system of obligatory medical insurance. The functioning of the state medical organizations in conditions of market economy will result in a number of problems. The article studies foundation and development of the system of obligatory medical insurance in terms of economics. Particular attention is paid to the legislative regulation. Problems of an intermediate stage and the modern ones are considered within the paper. Financial results of the accumulation of insurance fees are also noted. Author comes to a conclusion that state system of public health should be revised currently and suggests some measures to tighten control over the obligatory medical insurance funds.
